Mr. Ahmed H. Ahmed Attn: EOG-4 CASE NUMBER: 317101877 Dear Mr. Ahmed, In reply to your letter of September 29, 1997, I have attempted to comply with your requests as follows: #1. "It will be necessary for you to amend your articles of incorporation. Please add the following items to your existing provisions." Our organization has, by unanimous vote of the membership attending the regularly scheduled general meeting of October 9, 1997, and recorded with the Secretary of State of Oregon on October 10, 1997, amended its articles of incorporation as demonstrated in the attached document. #2. "Submit copies of brochures, pamphlets, newsletters, advertisements, or any other literature regarding your organization." I'm enclosing a copy of Sport Aviation, the magazine of our parent organization, The Experimental Aircraft Association, a brochure entitled "JOIN EAA," and a copy of our most recent issue of The Taledragger, our chapter's monthly newsletter. #3. "State how you will use receipts in excess of operating expenses." These funds have been very limited to date, but they would normally be expended in one of three ways: expansion of the Young Eagles Program, giving more youngsters between the ages of 8 and 18 the experience of actually flying a light aircraft; the purchase of materials to construct aircraft currently being designed by our members (please see The Independence Flyer elsewhere in this packet); or finally to purchase either a kit or a restoration project to expand the building skills and capabilities of our membership. #4. "Describe the research projects engaged in or planned by your organization." Since January of 1997 we have been engaged in the design of The Independence Flyer. The summary of this work is attached. #5. "Explain how and by whom research projects are determined and selected." The Independence Flyer Project was suggested by four members in January of 1997 and was quickly embraced by the chapter as a whole. This project matched up well with the capabilities of our members, was within our budget, and could include the greatest number of people. It has also engaged several students, for it is affordable, relatively simple to build, and can be accomplished within a shorter time-frame than most other aircraft building projects. In the future, we envision working on projects using the new diesel engines and other more efficient power plants now being developed by contract through the Department of Transportation and FAA grants. #6. "Explain what disposition will be made of the results of your research. Will you give preference to any organization or individual either as to results or time of release? If so, please explain." We just discussed this at the most recent meeting of The Independence Flyer Project group. We plan to first, construct a proof-of-concept aircraft, then mass-produce 15-20 within our chapter, and then fly them to Oshkosh, WI during the annual fly-in there and introduce it to the world. We intend to offer plans for a modest fee, probably around $35, and these proceeds would be reinvested in chapter projects. The results of our ongoing investigations are included each month in summary form in our newsletter The Taledragger, and this is distributed to all chapter members, as well as complimentary copies to other EAA chapters throughout the state of Oregon, and other parties interested in aviation, including the Division of Aeronautics, several flight schools, a Civil Air Patrol squadron, and a number of fixed base operators. #7. "State who will retain ownership or control of any patents, copyrights, processes, or formulas resulting from your research." The chapter. #8. "Furnish copies of any publications showing reports or your research activities. Submit only reports of your activities or those conducted on your behalf, as distinguished from those of your members conducted in their individual capacities." This is answered already in the response in #4 and #6. I trust that this supplies you with the information you need to complete the approval of our application. I will be on vacation between October 12, 1997 and November 11, 1997 and will be out of the country.
