The President’s Corner
I want to thank everyone who came to the last meeting and gave their thoughts on the future direction of our chapter. It is clear to me there is a great deal of talent in our members and I believe that talent needs to be explored. You have given the executive board several thoughts to ponder at our next board meeting. Again thank you.
The Legal Eagle did not make minimum bid this go around. I believe we will have a more marketable product in the future if we make it airworthy and put an hour or two on it, and if we can convince our illustrious technical counselor to rate it’s construction quality, say on a scale of one to ten, and then we may be better positioned to sell. More information as it develops.
On October 23rd, Ernie led a group of us in covering the rebuilt Hornet wing. What an enjoyable day (or was it just the fumes?). Fumes or not, it was great fun and educational. As the Independence Flyer moves forward, there will be more opportunity to participate in covering techniques and other aspects of building your very own experimental aircraft.
Mr. Bill is working hard on the December party. Don’t forget he is meeting each Tuesday at 7:00 pm with volunteers to make this a success, and if you are interested in helping come join the party! The theme is “USO Show 1965.”
At our next general meeting, we will keep the dry and boring business to a minimum; I am told there will be a training video on proper riveting techniques from Vans RV.
I look forward to seeing more happy faces on November 13th at 10:00 am. Donuts and coffee will be waiting to wake everyone up.

EAA Chapter 292 Purposes --Policies--Meetings--Dues
THE PURPOSE OF THE EXPERIMENTAL AIRCRAFT ASSOCIATION (EAA) CHAPTER 292: To promote and encourage the sport and hobby of recreational aviation. To cooperate with and assist governmental agencies in the development of programs relating to aviation activities. To promote and encourage aviation safety in the design, construction, and operation of all types of aircraft. To encourage and engage in research for the improvement and better understanding of aviation and the science of aeronautics. To foster, promote, and engage in aviation education. To foster closer fellowship among its members through the exchange of ideas of mutual interest. Chapter 292 is a private, non-profit organization, and recognized as a 501 (c) (3) institution by the IRS. Contributions to the organization are fully tax-deductible as authorized by law.
CHAPTER 292 AND EAA NATIONAL MEMBERSHIP DUES: EAA National Membership is required for all Chapter 292 members (call 1-800-JOIN EAA). Chapter 292 dues are $48/year for 2005 and are prorated on a $4/month basis for those who join mid-year. For more information both on National and Chapter 292 memberships, please call the Chapter Secretary, Mike Pongracz at (503) 606-9767.
MEETINGS: The general membership meetings are held on the second Saturday of each month at 10 A.M. at the Chapter Hangar, 4803 Airport Road, at Independence State Airport. Oftentimes special events will supersede the normal schedule, please call the Chapter Secretary to confirm a date if in doubt.
BOARD OF DIRECTORS & OFFICERS: The executive board meets at the Chapter Hangar on the second Saturday of each month at 9 A.M. Board meetings are open, and anyone may attend.
NEWSLETTER: The Taledragger is published and mailed one week prior to the general membership meeting. Feature articles, stories relating to flying, technical reports, or classified listings should be made to the newsletter editor one week prior to publication. This is most easily accomplished by e-mail to the editor at pongracz (at) ashcreekwireless (dot) com. EAA Chapter 292 is not responsible for any modification or maintenance items that appear in the newsletter or in any other correspondence. It is the responsibility of the reader to discuss and get approval for all such items from an appropriate A&P, the FAA or other government official.

Executive Committee Meeting
EAA Chapter 292: October 9, 2004
1. Attendance: (7) Cleveland, McMichael, Schwarzler, Moreno, Vasend, Finberg, Guy.
2. Hangar Manager’s Report: Roger Vasend reported he and Bill are constructing tubing racks from metal stock and will soon be installing them. Roger will be out of town for a few weeks and expects to return by November.
3. Luscombe Sale: Greg reports the Luscombe sold on eBay in three separate bids, the fuselage/ sheet metal sold for $7,500. Engine was bid at $4,950, and the prop at $1,200. Greg reports the engine and prop bids did not break the reserve amount, but the fuselage did exceed the reserve set. With a few quick e-mails to the exec team and some negotiating by Greg with the successful bidder of the fuselage package, the entire Luscombe project sold to one bidder for the combined price of $13,650. Arrangements have been made for a wire transfer from the buyer to our bank upon review of the Luscombe by a designated transport company.
4. Mowing: Robert reports the mowing is complete and the bill has been sent in for the amount of $2,660.00. An additional charge of $23.00 was included for fuel purchased by Al Cleveland to complete the mowing.
5. Legal Eagle on eBay: It was discussed that with no offers to purchase the Legal Eagle by any of the members, the aircraft would be placed on E-bay by Greg Guy. Ernie suggested we place an un-official reserve of $4,800 thus allowing Greg the flexibility to properly present the plane on eBay. The members agreed.
6. Calendars: We expect to purchase around 20 calendars for this year.
7. Rent of South Hangar: Jerry van Hoomissen has offered to rent the south hanger for the next year. Jerry has agreed to obtain the needed insurance and will allow the current occupants to share the hanger with him. The committee has agreed to this proposal.

General Membership Meeting
EAA Chapter 292: October 9, 2004
1. Attendance: Only about a dozen members were present. (These working meetings are tough!) No new members.
2. Treasurer’s Report: With Mike on vacation, there was no Treasurer’s Report. [A complete, very thorough, and accurate-to-the-penny annual report for 2004 can be found elsewhere in this issue.]
3. Projects Report: Ernie reports the Indy Flyer is coming along and will soon be seeing covering. Bob and Greg reported on the sale of the Luscombe. Al reported the Hornet project was moving along nicely. The engine was nearly complete while the wing was to be covered on 10/23/04. Anyone interested in participating in the recovering is welcome to attend. Ernie and Al reported the Legal Eagle was to be placed on eBay in the coming weeks.
4. Old Business: Bob reported on the status of the airport mowing project and announced Dale Finberg will assume the mowing coordinator’s duties for 2005. Bill presented his plans on this year’s Annual Banquet, following a USO style motif. Bill invited members to join him in the planning meetings to be held each Tuesday night at 7:00 pm until the party.
5. New Business: Questions arose about proper use of the chapter facilities surrounding the incident of painting the Piper in the south hanger. Al reported the issue had been discussed in the previous month executive meeting; for anyone to benefit from the chapter’s resources they must first become a member of this chapter. Also, in the event any member is concerned or has questions about activities concerning chapter resources they are asked to immediately contact the executive board with their concerns. Al sent around a sign-up sheet for those who wish calendars for 2005. Al reported about national EAA joint endeavors with the FAA in developing new wiring standards for aircraft. This is driven in large part to the number of Vintage aircraft still in service and the concerns about wiring condition in those aircraft. Al presented the list of candidates for 2005 chapter officers and asked the nominations be opened. Bob Schwarzler was the only nominee, which was for the office of Treasurer. It was moved, seconded and voted to close the nominations. The following slate is offered for you consideration:

6. Five Year Plan: Al proposed an open forum discussion on four areas: Activities, Projects, Budget, and Membership. Members discussed these areas and developed several ideas for the executive board to deliberate. The executive board will review these suggestions at the next meeting.

Independence State Airport Support Group Report
Hysteria temporarily gripped the airpark again recently. “Divestiture is coming!” “The State is selling off all the airports!” “The Martians will soon be running the airport and we won’t have a runway after next Tuesday!” OK, take a deep breath and read the letter from the Independence City Manager on the subject:
Hello all!
Unfortunately the rumor mill is alive and well and has already taken over this story and blown it way out of proportion to the facts.
I was given a copy of a report produced by the Oregon State Aviation Board (released May 10, 2004) that looked at the ownership of airports by the State of Oregon and the divesting of those airports to local ownership. One of the recommendations of the report was a policy revision that included the statement:
Actions: 10.1 Transfer a State airport to local ownership when local authorities present a viable business plan for the operation of the airport for a minimum of 5 years.
The Independence City Council asked me to contact the Director of Oregon Department of Aviation and get more information. I met with Ron Rende, interim director, to discuss the May 10, 2004 report and beyond that nothing has been done in regards to the City of Independence taking control of the airport. The Council has shown no interest in pursuing ownership of the airport but they did want to give the citizens of Independence the opportunity to express their opinion on the subject so we put a paragraph in the City Newsletter .
As you can see in the upper left of the City Newsletter the Council is asking for citizen input on the issue and that City staff is analyzing the feasibility of the airport becoming city owned. After talking to Ron Rende it appears that there is nothing to analyze and the discussion has stopped there. In the emails I have received there are statements like "considering ownership of the airport", "considering purchasing Independence State Airport", "potential acquisition by the City of Independence" which would indicate that some people read a great deal more into the statement "analyzing the feasibility" than was intended.
At this point there is nothing on the October 12th agenda regarding the airport because there is nothing to talk about. Until I hear otherwise from Mayor McArdle I am not going to put it on the agenda as a Council discussion item. However, we have a time for citizen comments and anyone is welcome to discuss this non-issue at that time.
I hope that addresses the mistaken assumptions regarding the airports eminent (not) change of ownership but please contact me if you have additional questions or need more information.

We’re having a party! A pot luck Annual Banquet will be held at the Chapter Hangar on Saturday, December 4. Sign-in begins at 6 p.m. and we’ll plan to eat at 7 p.m. The theme of the evening is “USO Show 1965.” If anyone has any military garb of that era feel free to dress up. This is a brown-bagger’s party, so bring a bottle of your liking and the mix will be supplied. Some might bring some beer. If anyone plays an instrument and would like to be part of the show please call Mr. Bill at (971) 563-8549. He and Dave will be doing deep fried turkeys this year. There will be a $3 donation “kitty” can to cover the cost of the turkeys.
